PSVI Founder, Arthur Femister

Founder and Principal Owner since 2003,  the Public Safety Volunteer Institute and the Public Safety Software Group, www.publicsafetysg.com  designer & developers of the volunteer management software application VIMS,  ODISS, the Off Duty Integrated Scheduling System and TIMS, the Training Integrated Management System.

Founder and President since July 1999 National Association Citizens On Patrol, www.nacop.org , a national non-profit corporation  to support, increase the use of and provide recognition for Citizen Patrol volunteers, units & coordinators throughout the nation. 2008 founded & implemented “COPS for the Troops Kids” program, www.troopskids.org 

Successful 22 year sales and marketing career in the Information Technology sector from 1981 – 2003 working for companies such as Cisco Systems, SAIC, Microsoft, Etc.

2004 - 2009 Featured monthly author on the subject of Law Enforcement Volunteers for the leading law enforcement daily news web site, officer.com with over 60 published articles.

Currently serving as a Specialist Reserve for the Los Angeles Police Department

Five years, Citizen Patrol volunteer, San Bernardino County Sheriff’s Department

Five years, Citizen Patrol volunteer, Riverside County Sheriff’s Dept, Norco Station

Seven years, Volunteer Firefighter, Riverside County Fire Dept Com-33 MEOC

2005 Coordinators Choice Award for leadership and efforts to establish a new COP unit. City wide volunteer of the quarter, 2006, as Citizen Patrol Volunteer

Recipient of the International Association Chiefs of Police “Presidents Coin”, present by then IACP President, Chief Bill Berger of the Palm Bay, Florida, Police Dept.

Recipient of Los Angeles Police Departments Chief of Police Recognition and City of Los Angeles Mayor’s proclamation for work performed as a member of the iWATCH team working with the LAPD’s Counter-Terrorism Bureau to develop the new Community Outreach program now in use across the nation and worldwide.

Published accolades from then Assistant United States Attorney General, Ms. Deborah Daniels, on behalf of the Attorney General John Ashcroft during a speech.
